Introduction
The concept frames AI as a direct response to a period of rapid technological change in which education systems must adapt their workforce, governance, and service delivery. It positions the ministry as the first government body in Tajikistan aiming to apply AI-First thinking in a systematic way.
The rationale combines three pressures: the global acceleration of AI adoption, national commitments to education digitalisation through NSRO 2030, and a 2025 internal assessment showing that most ministry processes remain manual, paper-based, and weakly supported by analytics.
The concept therefore presents more than a technology plan. It is a transformation model for how the ministry designs policy, manages data, supports staff, and improves sector-level decisions.
