As Tajikistan advances its AI Strategy 2040 and Digital Education Concept 2042, the Ministry of Education and Science (MoES) must lead by example. A key step is to build internal capacity using the very tools it seeks to promote. While MoES currently lacks an institutional platform for continuous staff learning, the AI Literacy Certificate course introduces Moodle – a free, open-source Learning Management System – as a strategic solution, currently implemented at the Republican In-Service Teacher Training Institute.
